Later this year, one of the most significant pieces of legislation for the private rented sector in decades will come into force. The Renters Rights Bill, currently progressing through the House of Lords, is expected to receive Royal Assent around Easter and will introduce sweeping changes to landlord responsibilities and tenant protections.
While the Bill still faces final readings and potential amendments before becoming law, it is certain to pass, and landlords must now prepare for its impact. At PH4L, we are already working behind the scenes to ensure compliance, but there are crucial steps that each landlord must take independently.
This is not a minor adjustment to existing policies. The Renters Rights Bill represents a fundamental shift in the way private rentals are managed, making it essential that all landlords gain a clear understanding of what will be required of them under the new legislation. Penalties for non-compliance are severe, and failure to keep up to date will not be accepted as an excuse.
Key proposed changes include:
- The abolition of Section 21 ‘no fault’ evictions
- Revisions to the grounds for possession under Section 8
- Introduction of controls around rent increases
- The removal of fixed-term Assured Shorthold Tenancies (ASTs)
- Increased enforcement powers for local authorities
- A mandatory landlord register
- A register of rental properties
- New requirements for compliance documentation (including gas, electrical safety, and EPCs)
- Introduction of new Decent Homes Standards
These changes will begin to roll out later this year, with full implementation expected by mid-2026. As such, landlords must begin their preparations immediately.
We strongly recommend all landlords attend formal training to ensure they understand their new responsibilities. These sessions will provide essential guidance and practical steps for compliance.
